Does WhatsApp Work in Oman? What Changed and What Didn't

Messaging has always worked in Oman. Calling is the part that changed: travellers have reported WhatsApp calls connecting without a VPN since December 2024, with no official confirmation. What that means in practice.

Short answer: messaging works, and calling is no longer a simple no. WhatsApp messages, photos and voice notes have always worked on Omani networks. WhatsApp voice and video calls were blocked for years — and since December 2024, travellers and residents have reported them connecting on local networks without a VPN.

That change was never officially announced, so the honest version is: it often works now, nobody has promised it will keep working, and FaceTime reports are more mixed. Most pages you’ll find still say one of two things, and both are wrong: that calling is simply blocked (that’s the pre-2024 picture), or that Oman simply allows it (that’s stated without any source).

What changed, and what we can actually verify

In early December 2024, users across Oman reported that WhatsApp audio and video calls were going through without a VPN. The reporting at the time was explicit about what wasn’t known: Oman’s Telecommunications Regulatory Authority had not announced any change, and it was unclear whether this was a temporary technical change or a shift in policy (MEA Tech Watch, 5 December 2024).

That matters because the underlying rule hasn’t visibly changed. The TRA’s stated position has long been that it is open to internet calling services operating in Oman if the providers meet its licensing requirements (Oman Observer). So what travellers are seeing is a change in what the networks let through, not a published change in the law.

What we can say, in order of how well it’s supported:

  • Messaging works. Consistent, for years, on every Omani network.
  • WhatsApp calls frequently connect since December 2024. Widely reported by users, never officially confirmed.
  • FaceTime is less consistent. Some travellers report it working, others don’t. Treat it as the one that might not.

Anyone telling you with certainty that calls work in Oman is going further than the available evidence does.

Why this is confusing

Three things overlap and get mixed up:

  1. The regulation, which treats internet calling as a licensed service.
  2. What the networks actually filter, which can change without an announcement — as it appears to have done.
  3. What a given app does on a given day, which is what you experience.

Pages that describe Oman as “banned” are describing the first and the second as they were before 2024. Pages that describe it as “allowed” are describing the third, on the day they tested it.

What your connection has to do with it

Whatever the network filters, it filters on the path your traffic takes.

A travel eSIM doesn’t necessarily use an Omani path end to end. On MolaHop’s Oman eSIM, traffic breaks out in Europe, outside Oman — that’s how the routing is built, not a confirmation from our provider about how any particular call will behave. We put it that way deliberately: we can tell you what the routing does, and we won’t promise a result we don’t control.

In practice:

  • Calls travel further before reaching the other person, so quality can be slightly lower than a local route.
  • The behaviour can change without notice, in either direction.
  • Nobody selling an eSIM can honestly guarantee calling apps in a country that licenses them. Ours included.

Before you fly

  1. Install the eSIM at home, on Wi-Fi. If the QR code is on the phone you’re installing it on, install it without scanning anything.
  2. Don’t activate it yet — it activates when it connects to a network in Oman.
  3. Agree on text-first with whoever needs to reach you. Messages are the part that has never failed.
  4. Save your offline essentials: boarding passes, hotel address, maps of Muscat.

When you land

  1. Turn off data (or at least roaming) on your home line so it doesn’t bill you.
  2. Select the travel eSIM as your data line.
  3. Turn on data roaming for that line. It’s the most common reason a travel eSIM “has no internet” — installed, selected, roaming off. Full sequence in why your eSIM has no internet even with roaming on.
  4. Give it a couple of minutes to register.

Then test a message first and a call second, so you know which part you have.

Oman compared with its neighbours

Oman is now the least restrictive of the group, which wasn’t true two years ago. Qatar still blocks calling on its local networks, with intermittent enforcement — we cover that in does WhatsApp work in Qatar — and the UAE, Kuwait, Saudi Arabia and Jordan each handle it differently. The six are side by side in WhatsApp and FaceTime calls in the Gulf and Jordan.

FAQ

Is WhatsApp banned in Oman? No. Messages have always worked. Calling was blocked for years, and since December 2024 travellers have reported calls connecting on local networks without a VPN. That change was never officially confirmed.

Does FaceTime work in Oman? Reports are mixed, more so than for WhatsApp. Some travellers get it, others don’t. Don’t build your trip around it.

So can I rely on WhatsApp calls in Oman? Rely on messages. Treat calls as likely but not promised. If a call has to happen on a particular day — a job interview, a family emergency — have a backup, including a normal phone call.

Will hotel Wi-Fi behave differently? Networks inside the country apply their own filtering, so hotel and café Wi-Fi can behave differently from mobile data, in either direction. Test both.

Is it legal to use a travel eSIM in Oman? Travel eSIMs are ordinary roaming products used by visitors daily. What Oman licenses is the commercial provision of internet calling services, not a traveller using a data connection.

Can you guarantee calls will work with your eSIM? No, and nobody honestly can. Our Oman eSIM routes traffic out through Europe; what a network allows on a given day isn’t ours to promise.
